According to a Northwestern survey, more than 60 percent of responding federal judges reported using at least one AI tool in judicial work. About 22.4 percent said they use AI weekly or daily. Public discourse about AI in law often swings between two melodramas. On one side, we get utopian claims about instant legal intelligence and turbocharged efficiency. On the other, we get apocalyptic warnings that the machine will hallucinate a case citation and civilisation will fold inward. The reality, as usual, is more procedural and therefore more important.

Judges reported using AI mainly for legal research and document review. That is not science fiction. It is desk work. It is workflow compression. It is exactly the kind of narrow assistance that becomes normal faster than institutions realise.

The judiciary is cautious for a reason

Courts are not startup labs. They are legitimacy machines. Their authority depends not only on outcomes but on process, consistency, reviewability, and public confidence. That is why even modest AI adoption inside the judiciary carries outsized significance. Once a tool enters chambers work, it can influence pace, framing, and expectations even before formal policy catches up.

This does not mean judges are outsourcing judgement to a chatbot. It means AI has entered the support layer around judgement. And support layers matter. They shape how quickly information is gathered, which materials are surfaced first, and what kinds of cognitive shortcuts become quietly available.

Governance now matters more than novelty

The researchers said the results point to a need for clearer policies, training, and responsible implementation. That is exactly right. The important question is no longer whether AI should be allowed in principle. It is how institutions govern its use in practice.

Who can use which tools? For what tasks? Under what review standards? How should outputs be checked? How should confidentiality, bias, and reliability be handled? These are not side questions anymore. They are the real work.

And if this sounds dull compared with grand claims about machine reasoning, good. Dull governance is often what keeps consequential systems from turning theatrical.

The broader pattern

The broader pattern is that AI adoption tends to move from informal usefulness to formal policy only after the tools are already inside the workflow. That is true in companies, schools, government, and apparently now the federal judiciary. First people try the tools because they save time. Then usage spreads unevenly. Then someone notices that norms, risks, and accountability have not kept pace. Then the policy scramble begins.

Courts are now somewhere in that sequence.
